The island itself is only accessible by custom-developed submarines which are fully designed, modeled, and engineered by the Ministry of Technology. Funding, resources, and overseen development are all provided by Capitol Group, LLC and third-party investors to amplify the best interests to each resident and their needs. Our most important principle that The Offshore provides is being the perfect world that has no inequality, political corruption, injustice, and poor standard of living. The Offshore envelops into an islandic extensive civilization operated by a devoted parliament known as Superior Council, in which they serve as the governmental heart of The Offshore community.
The Offshore is a purposeful gateway from rough living conditions that many people face, even if they did nothing to deserve it. With enough determination, skill, and will-power, they can live here. However, this island only chooses to invite 30 of 1,000 candidates who apply to live here per year, no matter what. But again, more details to come.
As an Offshore resident, each person will obtain a brand new modern home designed specifically with the integration of nature and technology in mind. Every home is fully furnished and complimentary upon initial entrance to The Offshore. This means if an encumbered resident of The Offshore has any significant handicaps, the home they will move into will facilitate every need in order to enjoy their new lives with no issue. Not to mention, each of these houses are in walking distance to every building of The Offshore, so going to work, congregating with friends or family, and simply enjoying the surrounding nature will never be an inconvenience.
Capitol's construction, real estate, and architecture connections believe in the concept of modernity fused with reality. This is why all homes in all districts of The Offshore are technologically integral with third-party hardware & software. This is done so that when the future of humanity is creating more meaningful impacts to history, it will be done in an environment of comfort, welcoming community, and powerful technologies. It is also a benefit for each resident to know who is already living there or is onboarding a submarine to migrate here, in case of it being someone known, finding them will never be simpler.
Neighborhoods of The Offshore are sorted into different districts. While the well-known societal caste system is not practiced here, some homes are in close proximity to important governmental buildings. When residents move in, their home district will be random. However, if one wants to become an Official of any sort, they will be moved into a particular district close to their line of work. These are the districts of The Offshore:
Superior Council is the supreme executive, legislative, and judicial government of The Offshore. It consists of long-time citizens of The Offshore, know as Councilors. Together this influential group of politicians hold the most important political prestige and represent an oligarchic governmental body. They appoint the Process Leader, vote on laws regarding The Offshore and The Process, vote on new implementations for Offshore departments, and negotiate on the behalf of the island. Superior Council is a meritocratic staple that the idea of The Offshore believes in, which plays a major role in how the community is meant to function as an elite evolution of humanity.
Superior Council oversees every department of The Offshore. All Councilors hold the most valued position at The Offshore.

Our goal at Capitol is fully directed to creating a paradise in which the best of humanity will thrive. With The Offshore, we plan to invest a substantial amount of time, money, resources, and energy to provide many people a chance to live in paradise. The Offshore is predicted to have an exceeding abundance of resources such as foodstuffs, cleanliness, energy, entertainment, human relations, luxury living conditions, advanced health/medicines/vaccines, wellness areas, and undeniably the most forward-looking technology anywhere on earth. The Offshore is filled with trees, various tropical plants, and lush forests, rather than a technologically dominated municipal. We want green to be the first thing new residents see when coming here, and for the forests to be full of wildlife and serenity.
When The Offshore's selected candidates turn into residents, they will have two months to become situated with their new homes, neighbors, and upgraded lifestyle. When the recreational period runs out, an Official will contact new residents on job openings that best suits their personality and passion. However, Officials will not show any hostility toward new residents if they haven't found the right job yet.
Don't let these facts worry you though, because even when all residents have brand new jobs to help contribute to the advancements of The Offshore, everyone will always have plenty of off-time because of the 15 hour workweek system. This is great news because all jobs are automated in some capacity, leaving the important responsibilities to be monitored by people. Not to mention, holidays, festivals, events, parties, etc. are always guaranteed time off for all citizens.
The Offshore is made up of many different aspects of necessary legislation in order to have a fully operational and sustainable civilization. Residents are free to choose whether to work under the government or an independent venture. The following are all Offshore governmental departments in order of cruciality, then A-Z.
As the Process Leader, whom is an individual elected by the Superior Council, holds the responsibility of admitting candidates to The Offshore through The Process. This is a job of high importance since the Process Leader has a responsibility of ensuring a fair, effective, and transparent Process is being executed. Also, the Process Leader requires a surplus of knowledge for each candidate and their intentions when initially enrolling for The Process.
The Process Leader holds the second most valued position at The Offshore.
As an Official, responsibilities vary among the different ministries throughout The Offshore. "Official" is the title received when holding the highest role possible in any department or as a person training directly under an Official. Officials directly report to the Superior Council regarding issues, concerns, or reports for their respective department.
Every Official holds the third most valued position at The Offshore.
Within the Ministry of Admission, people specialize in border safety. This ministry is responsible for maintaining a balanced entrance rate with new residents, ensuring new residents aren't at the island to cause harm, and to protect the other potential ways to infiltrate the island illegally.
The Admission Center doubles as a submarine port, which in order to enter legally requires transit by an in-house developed submarine, which The Offshore holds 3 out of the 6 total. This department is partially automated.

"How are people going to be able to live here?" Here's how.
The Process is an annual selection event where candidates perform a series of tests that determine who is able to live at The Offshore. These tests are contrived to wireframe human behavior in different situations and to determine if candidates carry a certain level of standards, merit, and personal finesse to pass each test. The more tests you pass, the closer you are to passing The Process entirely. The Process requires candidates to be at least 20 years old to compete for a spot at The Offshore, and anything lower than the requirement will be rejected at the sign-in terminal. The sign-up procedure occurs one week before The Process.
Only the slightest percentage will be able to pass The Process, 3% in fact. The selected 3% are chosen from the original group of 1,000 candidates throughout all of the U.S. every year. This means that every year, 30 people will be welcomed to live at the opulent and affluent Offshore. The 970 candidates who don't pass The Process will not be able to reattempt after their scheduled testing date. This is done to prevent over-population since the island is prospected to hold roughly 3,000 people, give or take, which would give 100 years of progress to meet that quota. Only the accepted 3% of the individuals who've established above and beyond comprehensive skills, acceptable independence & teamwork, and higher-ranking attributes will be rewarded with permanent citizenship at The Offshore.
During P1 through P10, The Process will be a different approach compared to what was mentioned above.
